(June 17, 2009) – Governor Paterson recently announced he reached agreement with several statewide unions on the possible introduction of a new tier of pension benefits – Tier 5. If and when a bill is introduced, it will require approval by both houses of the state Legislature and must be signed into law by the governor. If Tier 5 legislation becomes law, we will use this Web site, announcements on our Hotline at (800) 782-0289, and System publications to outline the rules of membership.
If you are currently working in a position that is eligible for NYSTRS membership but you have yet to join our system (e.g., you are working as a substitute teacher with a NYSTRS employer), you can join us now as a Tier 4 member by submitting a Membership Application (NET-2). You may also obtain an application from your employer or by calling NYSTRS at (800) 782-0289. After you complete Part 1 of the application, your employer must complete Part 2, and the form must be filed with NYSTRS. Membership will begin the first of the month during which you render service, on or after the notarization date of the membership application.
